Twin studies show that identical twins are more concordant in criminal behavior than fraternal twins, suggesting a genetic component. But genes interact with environment — a genetic predisposition toward impulsivity matters most in environments that offer few constructive outlets.
The Data Problem
Measuring crime is harder than it sounds. The FBI’s Uniform Crime Reports (UCR) count crimes reported to police — but many crimes go unreported. The National Crime Victimization Survey (NCVS) asks people directly whether they’ve been victimized, capturing some unreported crime. Neither method is perfect. The “dark figure of crime” — offenses that never enter any official record — remains unknowable.

Criminal Justice and Its Problems

The Perry Preschool Project, which provided intensive early childhood education to at-risk children in the 1960s, tracked participants for decades. By age 40, participants had significantly lower arrest rates, higher earnings, and more stable families than the control group. The estimated return on investment was $7-12 for every $1 spent.
Drug courts, which divert non-violent drug offenders into treatment rather than prison, have shown consistent positive results — lower recidivism, lower cost, and better outcomes for participants compared to traditional prosecution.
These approaches don’t replace law enforcement — they complement it. Most criminologists advocate for a balanced approach that uses policing strategically, sentences proportionally, and invests heavily in prevention.
Why It Matters
Everyone has opinions about crime. Criminology provides evidence to test those opinions. Sometimes the evidence confirms intuition (concentrated poverty does increase crime). Sometimes it challenges it (longer sentences don’t proportionally deter crime). Sometimes it reveals uncomfortable truths (our system treats people differently based on race and class).
Understanding crime scientifically rather than emotionally is the first step toward policies that actually reduce it. That’s what criminology offers — not certainty, but better questions and evidence-based answers.
